Affects reaction to you by other ships in sea combat

Ships at sea rely on their ability to spot enemies and friends as an added form of protection. Your ships ability to spot & recognise a ship is reliant on your lookouts skill. If you are recognised, the other ships captain will more likely respond to you appropriately if you are recognised.

Affects reaction to you when dealing with governors

Historically, pirates interacted with governors in two ways, depending on the governors outlook on the fruits of piracy.

Some Governors, such as Woodes Rogers of the Bahamas and Robert Johnson of South Carolina were vigorous in their pursuit of pirates within their territory. This was because the predations were having serious impacts on the social safety and commerce of their subjects. Pirates blockaded Charleston, throwing it into a panic, and the pirate nest of the former Port Royal had international merchants terrified with serious impacts on the economy in England. For these rules this type of governor is termed a stern governor.

On the other hand, governors such as Charles Eden of North Carolina and Benjamin Fletcher of New York were sympathetic or complicit with the pirates, either for their own or their territories gains from the fruits of piracy. The influx of gold and materials and luxury goods, in a time when the English were limiting their export to the Americas, were vital to the flourishing of some towns, especially New York. For these rules this type of governor is termed a lax governor.

Therefore, your reputation in regard to governors will depend on their outlook. The games referee will need to decide which governors are which way inclined before play commences. Historically pirates did not run into governors of the wrong persuasion accidentally. While their were no mobile phones in their day, the communication network that was the sea was extremely prompt in circulating information regarding piracy and the views upon it.

A pirate captain with any reputation at all for piracy will be hunted with all due sincerity by stern governors. If their whereabouts are known within his jurisdiction, he will send appropriate naval vessels to bring the pirate to justice.
