Crew Recruitment 31st August 2001

The basic concept of a crew recruitment is dependant on your crew reputation skill.
Pirate & merchant captains may recruit at any port they sail into, and also whenever they capture a ship.

Naval captains may only recruit in those towns their nation has a governor in. I was not sure whether or not to allow them to use sailors from captured vessels. This way I hope it keeps the ships more tied to their bases as was the case.

I have attempted to write these rules such that captains are encouraged to recruit sailors in ports suitable to their nation, and not from plundered ships, except for true pirates recruiting from ships they've plundered from their own nation.

Crew Impressment

In times of desperate need a captain may impress sailors from any source she can. Impressment is a forced recruitment, and breeds resentment and distrust in your crew. In pirate and merchant crews it can form a root cause for mutiny. For example, John Phillips was killed because of this. If a naval vessel is so under crewed from battle damage it needs to impress sailors, treat the ship as though a pirate ship for this purpose only. To determine mutiny, refer the Morale & Mutiny section. Mutiny on naval vessels in this location at this time was unheard of.
